Public Notice: Community Development Block Grant

Notice is hereby given of an opportunity for public comment on proposed substantial amendments to the Dakota County Community Development Block Grant (CDBG) Program for Federal Fiscal Years 2001, 2003, 2004, 2005, 2009, 2010 and 2011.

Persons seeking more information on these proposed substantial amendments should contact Lisa Henning, Assistant Director of Community Revitalization, at the Dakota County Community Development Agency (CDA), telephone 651-675-4467. Public comments may be submitted orally or in writing to the CDA through Aug. 7, 2011. Approval of the amendment, subject to consideration of public comments, will be on the agenda of the Dakota County Board of Commissioners meeting to be held at the Dakota County Government Center, third floor, 1590 Highway 55, Hastings, MN 55033 on Aug. at 9 a.m.

Proposed Substantial Amendments
The CDBG 2001 Action Plan shall be amended to:

Reallocate all remaining funds from the Mendota Park Improvements activity with a current balance of $4,825.00.
Create the Mendota Road Public Improvement activity with an original budget of $4,825.00. The public improvement activity will pave Upper D Street.

The CDBG 2003 Action Plan shall be amended to:

Reallocate all remaining funds from the Mendota Park Improvements activity with a current budget of $1,131.13.
Create the Mendota Road Public Improvement activity with an original budget of $1,131.13. The public improvement activity will pave Upper D Street.

The CDBG 2004 Action Plan shall be amended to:

Reallocate all remaining funds from the Mendota Park Improvements activity with a current budget of $6,630.
Create the Mendota Road Public Improvement activity with an original budget of $6,630. The public improvement activity will pave Upper D Street.
Delete the Hastings City Wide Clearance activity with a budget of $300.
Increase the Hastings Residential Rehabilitation Fire Protection activity from a current budget of $17,845.44 to $18,145.44.

The CDBG 2005 Action Plan shall be amended to:

Reallocate all remaining funds from the Mendota Parks Improvements activity with a current budget of $1,150.
Create the Mendota Road Public Improvement activity with an original budget of $1,150. The public improvement activity will pave Upper D Street.
Delete the Hastings Property Clearance activity with a budget of $584.
Increase the Countywide Residential Rehabilitation activity from a current budget of $0 to $584.

The CDBG 2009 Action Plan shall be amended to:

Reallocate all remaining funds from the Mendota Public Facility Parks building activity with a current budget of $5,265.
Create the Mendota Road Public Improvement activity with an original budget of $5,265. The public improvement activity will pave Upper D Street.
Reallocate all remaining funds from the Rosemount Facility Park Improvement activity with a current budget of $9,640.
Create the Rosemount Assessment Abatement activity with an original budget of $9,640.
Reallocate all remaining funds from the Mendota Heights Public Improvement – Sewer activity with a current budget of $5,050.
Create the Mendota Heights Improvements – Parks activity with an original budget of $5,050.

The CDBG 2010 Action Plan shall be amended to:

Delete the Mendota Public Facility activity with an original budget of $10,000.
Create the Mendota Road Public Improvement activity with an original budget of $10,000. The public improvement activity will pave Upper D Street.
Decrease the Rosemount Public Facility – Code Improvement activity from an original budget of $57,900 to $5,000.
Create the Rosemount Assessment Abatement activity with an original budget of $52,900.
Decrease the Countywide Unallocated budget with a current budget of $6,125 to $0.
Create the Empire Township Zoning Ordinance Planning activity with an original budget of $2,400.
Create the Empire Township Parks & Trails Master Planning activity with an original budget of $2,725.
Create the Water Use Ordinance Planning activity with an original budget of $1,000.
Delete the Mendota Heights Public Improvement – Sewer activity with an original budget of $6,000.
Create the Mendota Heights Public Improvement – Parks activity with an original budget of $6,000.

The CDBG 2011 Action Plan shall be amended to:

Identify 811 – 5th Street South in South St Paul as a property to be acquired under the Rediscover South St Paul program.
