Dakota County is updating its 2004 Solid Waste Management Master Plan. This plan will identify strategies to improve waste management over the next 20 years. The plan has a six-year implementation focus and includes residential, commercial, industrial and hazardous waste.
The plan will emphasize the following waste management preferences established by state law:
- Waste reduction and reuse (most preferred)
- Recycling
- Composting of yard waste and food waste
- Resource recovery, including waste-to-energy
- Landfilling with methane recovery
- Landfilling without methane recovery (least preferred)
The Minnesota Pollution Control Agency’s Metropolitan Solid Waste Policy Plan requires metropolitan counties to develop and revise Solid Waste Master Plans that support the state’s preferred waste management practices.To assist in updating waste-related goals, strategies, and priorities, Dakota County is working with a Solid Waste Management Advisory Committee that includes residents, businesses, and local government and is also seeking comment from the public.

Existing Master Plan
The existing 2004–2024 Solid Waste Master Plan outlines Dakota County's programs and strategies for managing solid waste. The plan demonstrates the county's commitment to conserving natural resources and protecting the environment and health of current and future residents.
