You should contact the Minneapolis Tenants Association at 612-871-7485 or the St. Paul Tenants Union at 651-221-0501. The Minnesota Bar Association at 612-333-1183 may also be able to provide you with a list of attorneys knowledgeable in the area of landlord/tenant law.
