DC2030: Dakota County's Comprehensive Plan
DC2030 gives the vision of the county over the next 20 years.DC2030 is the Dakota County Comprehensive Plan, a strategic document that will define a clear vision of what the County can become over the next 20 years. It was developed through an extensive public participation process that involved residents, businesses, non-profits, cities, schools and other agencies. 

The plan addresses key areas that are directly affected by population growth and influence our quality of life. A executive summary of the document are available online. You can also read more detailed sections in the following areas.

The Metropolitan Council requires all metropolitan counties and cities to write a comprehensive plan, and determines the basic information that community plans must cover.  Plans are updated every 10 years. 

Proposed Park System Plan Change
To conform to changes in the Metropolitan Council’s Regional Parks Policy Plan, Dakota County needs to amend its Park System Plan.

The proposed amendment would add a short segment of regional rail corridor search area in Eureka Township and make connections to Scott County regional trails and parks. Specifically, the proposed trail segment would connect to the Elko New Market-Blakely Regional Trail Search Corridor that extends east-west across Scott County to the Minnesota River.

The mapped search area is general, to indicate a broad area that could offer multiple options for a trail alignment, including the possibility that the trail could follow along existing roads. As proposed, the amendment to the County’s Park System Plan identifies this trail connection as long-term and low in priority.

A trail master plan would need to be prepared at a future date before a trail alignment could be selected. The trail master plan would include a public process through which landowners and local officials can provide comments on proposed alignments. Because the majority of the overall corridor is within Scott County, Scott County would lead future master planning efforts.

Because this proposed change constitutes a Comprehensive Plan amendment, a public hearing will be held at the Administration Center, 1560 W.
