Municipal Separate Storm Sewer Systems (MS4)
The goal of the National Pollutant Discharge Elimination System permit (NPDES) is to restore and maintain the chemical, physical and biological integrity of waters of the state through management and treatment of urban stormwater runoff. This program requires that this be accomplished through the management of Municipal Separate Storm Sewer Systems (MS4s). Each MS4 is required to prepare a Stormwater Pollution Prevention Program (SWPPP). In Minnesota, these programs are implemented by the
MN Pollution Control Agency.
Stormwater Pollution Prevention Plan (SWPPP)
The Dakota County SWPPP is a plan to manage and minimize the discharge of pollutants from Dakota County owned or operated facilities to the maximum extent practicable. This will be accomplished through the implementation of the Best Management Practices (BMPs) to address the six minimum control measures outlined in the NPDES permit.
These six minimum control measures are:
1. Public education and outreach on storm water impacts.
2. Public participation and involvement.
3. Illicit discharge detection and elimination.
4. Construction site runoff control.
5. Post-construction storm water management in new development and redevelopment.
6. Pollution prevention/good housekeeping for municipal operations.
For each of these six minimum control measures, appropriate BMPs have been identified along with measurable goals, an implementation schedule, and the persons responsible to complete each measure.
The Dakota County Storm Water Pollution Prevention Program (SWPPP) has been prepared in conformance with the National Pollutant Discharge Elimination System (NPDES), Phase II Rules and is in compliance with the provisions of the Clean Water Act, as amended (33 U.S.C. 1251ET SEQ; hereafter, "the Act"), 40 CFR 122, 123, and 124, as amended, ET SEQ; Minnesota Statutes Chapters 115 and 116, as amended and Minnesota Rules, Chapter 7001.
