Internal Hiring Process
Lateral Transfer Process
To be eligible for a lateral transfer, you must have:
  • Worked for Dakota County in a non-limited position for a minimum of six months.
  • Received a Contributor performance rating or higher during your last performance review.
  • The vacant position must be in the same title or job family and at the same DBM level as the position you are currently occupying (i.e., Office Assistant to Office Assistant).

Voluntary Demotion Process
To be eligible for a voluntary demotion, you must have:
  • Worked for Dakota County in a non-limited position for a minimum of six months.
  • Received a Contributor performance rating or higher during your last performance review.
  • Met the minimum requirements as listed on the job posting.
And
  • The vacant position is at a lower level than your current position.
  • The vacant position is open as a lateral transfer.

All eligible lateral transfer and voluntary demotion candidate applications are forwarded to the hiring manager for interview consideration.

Employee Preference
Employees may apply for any posted open competitive or promotional recruitments. When hiring managers have a vacancy, they receive a referral list of the top 20 eligible candidates plus any ties and anyone scoring within 10 points of the highest score. Employee Preference provides the top five scoring non-limited employees to be included on the referral list. Additional employees may be included on that referral list based on their score from the application ratings.
