Dakota County Grand Jury Finds Hastings Police Officer Legally Justified in Shooting Death
[October 24, 2008]  Dakota County Attorney James Backstrom announced that the Dakota County Grand Jury has concluded that Hastings Police Sergeant James Galland was legally justified when he used deadly force in shooting Brandon Lee Rodriguez, age 23 of Hastings, during a confrontation that occurred on July 10, 2008 in St. Elizabeth Ann Seton Cemetery on the south end of Hastings. Backstrom said that it has long been the policy of his Office and Dakota County law enforcement agencies to have all instances of police officer shootings resulting in death reviewed by the grand jury.
