Definitions
- Licensed Database: an online information resource to which to library subscribes (also known as "Research Tool" or "Subscription Database")
- URL: Uniform Resource Locator. This is the address of a website, such as "http://www.countrywatch.com/"
- Referring URL: the address of the web page you were on when you clicked a link to go to another web page (also known as the "referrer")
- Internet Browser: the software used for accessing web pages, such as Internet Explorer, Firefox, Safari, or Opera
Summary: Referring URLs tell our Licensed Database vendors that you are a Dakota County Library customer. If the vendor’s website does not get the referring URL information, they will not let you use their products. The default settings of several products block the sending of the referring URL information. The solution is to change the appropriate settings to allow the sending of referring URLs.
How it works: Imagine you are viewing the library’s Research Tools page and click on the link to one of the resources, ReferenceUSA. If you are outside the library you will then be directed to another library page that requires you to enter your library barcode and PIN. Once you have done this successfully you will sent off to the vendor’s website, in this case the website for ReferenceUSA.
Although you can't see it, when you get to the ReferenceUSA page, your Internet browser normally tells the new page which page you just came from. This information is called the "referrer" or the "referring URL."
Privacy issues: Some users are concerned about the privacy implications of this information transfer. The risks are quite limited – the referring URL only includes a single URL of the page you were on just a moment before, and it is only sent if you click a link from Site A to Site B. Many popular personal Internet security software products include features that block the referring URL by default – that is, automatically upon installation.
How do I Enable Sending Referring URLs? You will need to change your personal firewall or security software to stop it from blocking the referring URL information. Most firewalls allow you to set up a trusted site. Once you set up a trusted site in your firewall, you will be able to access the site. Another option is to lower your privacy settings. If your computer is behind a corporate firewall or proxy server, you may not have control over such settings. Check with your network administrator or Internet Service Provider
Listed below are methods to enable this function, so please check both what is listed for your browser and also your firewall. If the program you use is not listed, you still may want to look at what is given for the others – the principle is the same throughout; it is just the method that differs between programs. For more details, contact the vendor of your firewall or Internet security software.

- This can be done from the computer's Control Panel > Internet Options, or from within the browser Tools > Internet Options.
- Click Security.
- Click Trusted Sites, then Sites.
- Add the desired vendor website address in the box provided and click Add.

- Uncheck the box that requires https verification and click OK to save changes.
- Click the Privacy tab (Medium is an acceptable setting on the slider, but click Sites and again enter the vendor website address).
- Now click Allow.
- Click Apply.
- This has only altered settings for the website(s) you specify and does not otherwise affect your browsing.

Firefox 1.0+
- Type about:config in the URL address bar.
- A large collection of alphabetically listed information will appear in the browser window.
- Search for network.http.sendRefererHeader.
- By default, this should be set at 2.
- If it is set to 0 – which disables sending referrers – right-click it, select Modify and enter 2 as the value.
- If that doesn't work, try a value of 1

Norton Internet Security 2006 / Norton Personal Firewall 2005/2006 Open the Norton Personal Firewall / Norton Internet Security
- Click Privacy Control
- Click Configure
- Click Custom Level
- The recommended level for viewing databases is Medium
- Make sure cookies are allowed
- Uncheck enable browser privacy
- Click OK twice and close Norton Personal Firewall / Norton Internet Security
If the problem persists add the specific site you are trying to view:
- Open the Norton Personal Firewall/Norton Internet Security
- Click Privacy Control
- Click Configure
- Click Advanced
- Enter the site.

- Under the Global Settings tab, make sure permit is checked for each option

- Do one of the following
a. In Norton Internet Security or Norton Personal Firewall 2003: Click Options > Internet Security, and then click the Web Content tab.
b. In Norton Internet Security or Norton Personal Firewall 2004 or newer: Double-click Privacy Control, and then click Advanced.
- In the bottom of the Advanced window, click Add Site.
- In the New Site/Domain box, type the name of the site that you want to receive the referrer information, and click OK.

- The site name appears in the left frame of the Options window.
- Click the name of the new site.
- On the Global Settings tab, under the Information about visited sites section, uncheck Use default settings.
- Click OK to close the Options window.
- Click Permit.

- Open Zone Alarm Pro
- Click Privacy from the options of the left.
- Select the Cookie Control tab.
- Click Custom.
- Make sure the box labeled Block Persistent Cookies is not checked.
- Make sure the box labeled Block Third Party Cookies is not checked.
- Make sure the box labeled Remove Private Header Information is not checked.
Advanced Method (more steps but a narrower modification of the firewall)
- Open Zone Alarm Pro
- Click Privacy from the options of the left.
- Select the Site List tab
- Select Add and enter the URL.

- Select the Cookies tab
- Uncheck the boxes for: Persistent Cookies, 3rd Party Cookies and Remove Private Header Information
- Click Apply and then click OK
- Repeat the previous steps for additional URLs

- In the system tray in the lower right corner, find the M icon and right-click it.
- Click Privacy Service
- Click Open Privacy Service
- Look on the right for the heading I want to
- Under the heading, click Control Access to Cookies
- Cookies from third-party sites will have a default setting of reject. Change it to accept.
- Next, click the clean slate tab in the upper right.
- At the bottom of the screen, there is an option that says Prevent 'referrer' information from being shared. It is check by default. Remove the check.
- Click Apply then Okay.
- Close any remaining McAfee windows.

- Right click the McAfee Guardian icon in the lower right corner of your computer screen.
- Select Internet Security.
- Select Browser Buddy
- Select Settings.
- Check the setting labeled either Referer Filter or Search Cleaner
- If it is on, it must be turned off.
- Check the settings labeled direct cookies and indirect cookies, both must be allowed.

- From your Start Menu, choose Programs, and then choose eTrust EZ Firewall or EZ Armor Security Suite to open the program.
- On the left side of the window, click Privacy.
- Look for the section titled Cookie Control and click the Custom button.
- The Custom Privacy Options window will appear -- you will notice that it includes three tabs across the top. Make sure the Cookies tab is on top, and look for the section of the page labeled 3rd Party Cookies.
- In that section, uncheck the boxes labeled Remove private header information and Block 3rd party cookies.
- Click Apply then OK to close the Custom Privacy Options window. Close the program and try accessing the databases again.
