County Solid Waste Management Plan

​​​​​​​​​Every six years, Dakota County is required to revise its solid waste management plan. This plan guides how waste is managed over the next 20 years. It must follow requirements in the Minnesota Waste Management Act. ​

​On Sept. 23, 2025, the ​Dakota County Board approved the plan​.​

The plan is now in effect. It includes strategies to:

• Reduce waste going to landfills
• Make progress toward the state's goal to recycle 75 percent of the waste by 2030
• Carry out required strategies in the Minnesota Pollution Control Agency's Metropolitan Solid Was​te Management Policy Plan

Ordinance 110 Solid Waste Management governs solid waste management in Dakota County.​​

County generated more than 498,000​ tons of waste in 2023

In 2023, residents and businesses in the county generated 498,684 tons of waste.  The county's recycling rate was 54​ percent, lower than the state's goal of a 75 percent recycling rate by 2030.
