Applicants must live or work in Dakota or Scott counties. A qualified private-sector applicant must be the owner of a business concern, chief executive, or chief operating officer of a non-governmental employer, or a private sector executive with substantial management or policy responsibility. Private sector applicants must be nominated by a general-purpose business organization (e.g. chamber of commerce).
