Dakota County's Comprehensive Plan defines a vision of what the county should become over the next 20 years, guiding the county's role in land use, transportation systems, parks and natural resources.
Under state law and Metropolitan Council requirements, all metropolitan counties, cities and townships must have a comprehensive plan that addresses specific information. Plans are fully updated every 10 years.
Dakota County's 2040 Comprehensive Plan was prepared and modified over a two-year period of stakeholder engagement, technical updates, Planning Commission review and county board direction. The board adopted the 2040 Comprehensive Plan on June 18, 2019.
Amended plan
Dakota County has updated its more-detailed 
2040 Transportation Plan, to reflect new travel demand forecasts and information from city and township comprehensive plans. To maintain consistency with the new Transportation Plan, transportation elements of the Dakota County 2040 Comprehensive Plan have been amended.
