Dakota County and the City of Lakeville will construct major roadway improvements on Dodd Boulevard (County Road 9). The project is from Glasgow Way to Pilot Knob Road (County Road 31) in Lakeville.
The construction will include:
- Grading
- Resurfacing pavement
- Improving drainage
- Installing box culvert and pedestrian underpasses
- Replacing water main
- Improving trails
Please look for detour signage. Drive with care throughout the duration of this project.

Access
Stage 1 of construction has begun. Dodd Boulevard from Pilot Knob Road to Flagstaff Avenue is closed. The Flagstaff Avenue roundabout to north/south traffic will remain open at all times.
Expect delays and temporary lane closures. Please follow the posted detours and exercise caution while in the area for your own safety and construction workers' safety.
Construction
Stage 1 is planned to last from April 1–Aug. 16.
The overall project is anticipated to be completed by Oct. 15, 2024.
May 9–16
- Completed Stage 1 storm sewer installation
- Road construction of Dodd Boulevard:
- Continued excavation for new Dodd Boulevard road section between Fairgreen and Flagstaff avenues.
- Installed and compacted sand/gravel materials in excavated roadway section between Elm Creek Lane and Fairgreen Avenue.
May 17–24
- Continue excavation for new Dodd Boulevard roadway section moving west toward Flagstaff Avenue.
- Continue hauling, placing and compacting sand/gravel for construction of Dodd Boulevard road and trail sections.
- Begin preparing gravel base for curb and gutter
