Dakota County and the cities of Apple Valley and Lakeville are planning to resurface 2.5 miles of pavement on County Road 23 (Cedar Avenue). The project starts at County Road 42 (150th Street W) and ends about 400 feet north of Dodd Boulevard. The road has severe cracking, failing curb, drainage concerns and non-compliant pedestrian facilities.
The project will remove the top layer of pavement and replace it with a new layer. This project provides an opportunity to include other improvements. Pedestrian improvements to current standards, and transit improvements are included.
The improvements will include a new roadway surface, striping and pavement markings. Intersections will have new curb ramps, audible push buttons for crossing the road and pedestrian countdown timers. The completed project will improves the ride, mobility and compliance to Americans with Disabilities Act (ADA).
