County Project 42-161
The county is planning roadway and trail improvements along Second Street W./Nininger Road (County Road 42) in Hastings.
The project will construct a new trail on the south side of the roadway between Lock Boulevard and River Street. Several new street crossings along the trail and at roadway intersections near downtown Hastings are included to improve pedestrian safety. The county will also repave the roadway between Lock Boulevard and the Highway 61 bridge and make several lane design changes to improve traffic safety.
This project continues the work from a 2024 study to improve pedestrian and bicycle facilities in the area.

Public open house #3 – Dec. 3, 2025
A public open house is scheduled for Wednesday, Dec. 3 from 5-7 p.m. at the Hastings YMCA Community Room.
County staff will present the preliminary plan and be available for questions and discussion.
Open house materials will be posted following the event.
Public open house #2 – May 6, 2024
A public open house was held Monday, May 6, 4:30-6:30 p.m. in the Hastings YMCA Multi-Purpose Room.
The open house shared the alternatives for improvements along County Road 42. The project team answered questions, gathered feedback and discussed the alternatives.
The county will share information on an upcoming project to the Mississippi River Greenway segment. This project is between County Road 42 and Lock and Dam #2.
Public open house #1 – Jan. 23, 2024
A public open house was Tuesday, Jan. 23, 2024 in the Hastings YMCA Multi-Purpose Room.
The open house introduced the project; asked for resident feedback on walking, biking, rolling, and driving experiences in the project area; and discussed potential improvements.
This feedback was used to develop recommendations.
