Dakota County Attorney James Backstrom announced that Kevin Termell Green, age 35 and Minnie Kokiesha Loyd, age 34, both of Burnsville, have been charged* in connection with possession of over 100 grams of heroin and almost $197,000 in cash. Both were charged with one count of Controlled Substance Crime in the First Degree (Sale) (Heroin) (More than 100 grams or 500 Dosage Units) and Green was also charged with an additional count of Controlled Substance Crime in the First Degree (prior conviction).
A summary of the allegations contained in the criminal complaints is set forth below:
On July 8, 2019, at approximately 11:30 am, a search warrant was executed in Burnsville for Kevin Green and a residence rented by Minnie Loyd. During surveillance prior to the execution of the search warrant Green was seen leaving the residence and was stopped a short distance away from the residence. On Green's person, officers located his wallet which contained a large sum of cash.
During a search of the residence, agents located suspected heroin and large amounts of cash. Also in the kitchen an officer found a small digital scale and loose plastic baggies. A digital scale was also found in the laundry room. Documents in the name of Green and Loyd were found in the master bedroom. Male and female clothing and shoes were also found in the master bedroom. In the walk-in closet officers found a safe which contained a large amount of cash. A black sock containing cash was also found in the closet. Also in the master bedroom officers found narcotics packaging material including a digital scale with residue, gloves, binders, and baggies, as well as a money counter. Also in this bedroom officers found mock body armor with the Velcro name of “Stunna" on it. In the living room a gift box was found with the name “Stunna" on it. “Stunna" is believed to be a nickname of Green. The cash found in a safe, the master bedroom, Green's wallet and Loyd's purse, totaled $196,926.00. The suspected heroin was packaged in multiple bags, some smaller and some larger. The suspected heroin was tested with a field test and tested presumptively positive for heroin with a total weight of 298 grams.

Backstrom commented: “We are pleased that this investigation has led to the seizure of a significant quantity of this extremely dangerous and addictive drug, thereby keeping this heroin off the streets."
Both made their first appearance in court today before Dakota County District Court Judge Michael Mayer. Bail for Green was set in the amount of $750,000 without conditions ($500,000 with conditions) and his next court appearance is August 1, 2019 at 1:30 p.m. in Hastings. Loyd's bail was set in the amount of $500,000 without conditions ($300,000 with conditions) and her next court appearance is August 7, 2019 at 9:00 a.m. in Hastings.
