Kathy Keena, Chief Deputy of the Dakota County Attorney's Office announced that Randy Allen Beehler, age 53 of Foley, Minnesota, has been charged* with one count each of Criminal Sexual Conduct in the Third Degree and Criminal Sexual Conduct in the Fourth Degree in connection with having sexual relations with a female detainee he was transporting. At the time of these alleged acts, Beehler was a corrections officer assigned by the State of Minnesota Department of Corrections and assigned to transport inmates.
A summary of the allegations contained in the criminal complaint is set forth below:
On September 30, 2019, Hennepin County Sheriff's detectives were contacted to investigate a report of allegations of criminal sexual conduct involving a Minnesota Department of Corrections officer who had transported a female inmate from the Olmsted County Jail to the Hennepin County Jail. An adult female (hereafter referred to as the “Victim") reported to staff at the Hennepin County Jail that she had been sexually assaulted by the person who transported her from Olmsted County. The Victim reported the following facts.
On September 30, 2019, while transporting the Victim to Hennepin County, Beehler told the victim he was going to stop for food. The Victim indicated that she would “do anything" for some food and Beehler asked if that included coming up to the front seat and “fooling around". Beehler asked the Victim if she would tell anyone if they did that and the Victim said no. Beehler told the Victim she could get in a lot of trouble if she told anyone. Beehler stopped the vehicle at a McDonald's drive-thru in Cannon Falls and ordered meals for them both. After leaving the restaurant, Beehler parked the vehicle by an abandoned business, un-cuffed the victim and brought her up to the front seat. Thereafter Beehler started back on the road. While traveling through Dakota County, Beehler opened his pants exposing his penis and the Victim manually stimulated him and performed oral sex on him.
When questioned by an investigator, Beehler initially denied any inappropriate contact, but eventually admitted that he had gotten the Victim food at McDonald's in Cannon Falls and permitted her to sit in the front seat of the vehicle while there. He also admitted the Victim performed the sexual acts described above.

Keena commented: “It is a felony under Minnesota law for a correctional officer to engage in sexual acts with a person who is a resident of a jail, prison, detention center or work release facility or under supervision of the correctional system. Consent by the individual is not a defense. Criminal activity of this nature is a significant breach of trust. I wish to commend the Victim for the courage to report these allegations to law enforcement."
Keena thanked the Hennepin County Sheriff's Office and the Dakota County Sheriff's Office for their thorough investigation of this case. Beehler made his first appearance in court today and bail in the amount of $50,000 without conditions ($20,000 with conditions) was set by Dakota County District Court Judge Karen Asphaug.
