Dakota County Attorney James Backstrom announced that Xueyan Wang, age 41 of Inver Grove Heights, was sentenced late yesterday to 65 months by Judge Ann Offermann in connection to her role in promoting prostitution at the business she owned which was identified as Herb Spa, a massage parlor in Inver Grove Heights. Wang pled guilty in September to two counts of Prostitution in the Second Degree. As part of her sentence, Wang was also ordered to pay $2,000 in penalty assessments and register as a predatory offender.
A summary of the criminal complaint stated that in March of 2019, officers of the Inver Grove Heights Police Department began an investigation into Herb Spa after it was determined that acts of prostitution may be occurring therein. During the course of the investigation, officers had contact with multiple men after they were seen leaving Herb Spa. These men did admit to receiving sexual services from different women at the massage parlor. The investigation also revealed that Wang made multiple runs to and from the Minneapolis-St. Paul International Airport; and paid airfare for women to fly here from San Francisco and Chicago.
Officers located two women inside who were living in the back of the business, who did not speak English. One confirmed she was from California and had been working at the business since February. She indicated she pays Wang rent and that Wang retains half the profits that she makes from the services provided. Wang went shopping to provide groceries and toiletries for the women. Approximately $13,000 in bundles of currency were located in the business dating back to June 10, 2019. In a safety deposit box belonging to Wang, over $42,000 in mostly twenty-dollar bills was located.
