Dakota County Attorney James Backstrom announced that Anthony Bruce Bartz, age 30 of West St. Paul, has been charged* with one count of Murder in the Second Degree (Without Intent/While Committing a Felony) in connection with a fatal stabbing that took place in South St. Paul on October 28, 2015, that resulted in the death of James Newman Frank, age 36 of South St. Paul.
The allegations contained in the criminal complaint reflect that around 2:00 a.m. on October 28, 2015, officers were dispatched to the front yard of a residence located in South St. Paul where they found James Frank in serious medical distress. Emergency medical personnel were unable to revive Mr. Frank.
Witnesses gave a description of the suspect to officers who conducted a search of the area and located Bartz a short distance away. At the time of his arrest Bartz was in possession of a folding knife which had what appeared to be blood on it.
An autopsy revealed Frank suffered two stab wounds, the fatal wound being to the middle of Frank’s chest.

Backstrom commented: “This was a violent attack that senselessly took the life of James Frank. Our deepest sympathy is extended to the victim’s family and friends.” Backstrom added this is the third homicide charged in 2015 in Dakota County. Backstrom thanked the South St. Paul Police Department for their quick and thorough investigation of this case.
Bartz made his first appearance in court today and bail was set in the amount of $750,000 without conditions ($400,000 with conditions). Bartz’s next court appearance is set for November 24, 2015, at 9:00 a.m. in Hastings. If you have questions, contact James Backstrom at 651-438-4438
