Dakota County Attorney James Backstrom announced that Scott Alan Schoaf, age 50 of Rosemount, pled guilty to one count each of Theft and Theft by Swindle (both felonies) in connection with taking monies paid by clients in excess of $72,000 as owner of a collection agency, Alternative Receivables Solutions Incorporated (ARS), for the period of June 2009 to March 2010. Judge Shawn Moynihan sentenced Schoaf to 30 days of Sentence to Serve, probation for up to 20 years and restitution to be determined. Schoaf will serve an additional 25 days of Sentence to Serve each year until restitution is paid in full. As part of this sentence Schoaf cannot volunteer or be employed in a position that requires handling of funds. The other two counts were dismissed.
