Dakota County, the City of Rosemount and the Minnesota Department of Transportation are planning safety and efficiency improvements to Highway 55 at the intersections of County Road 42 as well as Fahey Avenue.
This project will consist of adding a dedicated left turn lane on westbound Highway 55 onto County Road 42 and dedicated left turn lane on eastbound Highway 55 onto Fahey Avenue. The roadway ditches will be graded to divert and infiltrate stormwater runoff to help improve water quality.

The following traffic impacts are scheduled to begin later in the week of Sept. 17 or early the following week:
The driving lane on eastbound Highway 55 will shift to the south using part of the shoulder as the driving lane. The westbound lane will be closed and traffic will follow the posted detour.
A temporary signal system at the Highway 55/County Road 85 (Goodwin Avenue) intersection will be in place during the project.
County Road 42
Only right turning movements from/to County Road 42 at Highway 55 will be allowed during construction.
Fahey Avenue will be closed at Highway 55 during construction. Use Pine Bend Trail to access Fahey Avenue.
Westbound Highway 55/County Road 42 traffic will be detoured using southbound County Road 85 (Goodwin Avenue) to westbound County Road 46 (160th Street) to Highway 52.
Construction is scheduled to begin the week of Sept. 17. The majority of the work will occur off of the roadway. Trees will be removed as necessary to widen the roadway. Private utilities (electric, communications) will begin relocating their facilities. Installation of traffic control devices necessary for the closure and detour will occur later in the week of Sept. 17 or early the following week.
A temporary signal system will be installed at the Highway 55/County Road 85 (Goodwin Avenue) intersection.
