Dakota County, in cooperation with the City of Eagan, will reconstruct Cliff Road (County Road 32) from Lexington Avenue (County Road 43) to 0.2 miles east of Dodd Road in Eagan. The project will address safety concerns at the intersection of Cliff Road and Dodd Road, accommodate increasing traffic volumes, create a multi-modal corridor safe for pedestrians and provide improvements that are compatible with the natural and built surroundings.
The project will reconstruct Cliff Road (County Road 32) into a two-lane divided roadway utilizing a raised center median, 8-foot shoulders, curb and gutter and 10-foot shared-use trails on each side of the roadway. The reconstruction will include:
- Turn lanes at public intersections
- A signal modification at Lexington Avenue (County Road 43)
- A roundabout at the intersection of Cliff Road and Dodd Road
- Drainage improvements
- Retaining walls

Access
Cliff Road is closed from Lexington Avenue to Dodd Road. Property owners can access their homes during this time. They will not be able to drive through the area between Lakewood Hills Road and Oak Pond Road due to the construction of a retaining wall.
Access to Lebanon Hills Regional Park will remain open as usual during the construction. Access to the Visitor Center Trailhead (which includes Lebanon Hills Visitor Center and Schulze Lake Beach) will be from Hay Lake Road and Cliff Road east. Access to Holland Lake Trailhead will be from Lexington Avenue and Cliff Road west.
Construction schedule
June 24-July 1
- Continue private utility relocation
- Continue working on the retaining walls
- Install water main and storm sewer
- Grade roadway and place granular fill on east half (west of Dodd Road)
