Dakota County is partnering with the Minnesota Department of Transportation (MnDOT) and City of Eagan on a traffic management and signal replacement project.
The project is along:
- Lone Oak Road
- Yankee Doodle Road
- Pilot Knob Road
- Lexington Avenue
The project will install about 10 miles of fiber optic cable, update signal equipment at 17 county traffic signals, replace five MnDOT traffic signal systems, reconstruct the Interstate 35E southbound off ramp at Pilot Knob Road and update timing of 27 signals.
Managing traffic flow is critical to minimize delay and maximize the existing capacity of the highway system. This project will address limitations with the existing signal coordination and infrastructure to reduce delay and improve overall mobility.
Expect temporary lane and ramp closures. Signal systems may be on flashing red (all-way stop) temporarily for some for the construction activities. For the safety of both the traveling public and workers, please be patient and drive carefully.

Construction: April–September 2022
Signal Retiming: Fall 2022 / Spring 2023
