Dakota County is proposing to reconstruct County Road 86 (280th Street West) from County Road 23 (Cedar Avenue) to Highway 3 (Chippendale Avenue). The construction is anticipated to begin in spring 2021.
County Road 86 is a major roadway, critical to the broader transportation network in Dakota County. The base of County Road 86 has reached the end of its functional life and is in need of upgrading. During the design phase, safety improvements, including paved shoulders, turn lanes, and ditch modification, will be reviewed as potential additions. As part of the design process, the county will review potential roadway improvement options at the existing railroad bridge near the County Road 86 and Danville Avenue intersection.

The Dakota County Board of Commissioners held a public hearing for the purpose of receiving comment on the engineer's report that studied the effect of rerouting about 2,000 feet of County Ditch No. 2 as part of the Dakota County Road 86 reconstruction project pursuant to a petition submitted by the Dakota County Transportation Department.
