Dakota County, in cooperation with the City of Eagan, is proposing to reconstruct Cliff Road (County Road 32) from Lexington Avenue (County Road 43) to 0.2 miles east of Dodd Road in Eagan. The project will address safety concerns at the intersection of Cliff Road and Dodd Road, accommodate increasing traffic volumes, create a multi-modal corridor safe for pedestrians and provide improvements that are compatible with the natural and built surroundings.
The project proposes to reconstruct Cliff Road (County Road 32) into a two-lane divided roadway utilizing a raised center median, 8-foot shoulders, curb and gutter and 10-foot shared-use trails on each side of the roadway. The reconstruction will include:
- Turn lanes at public intersections
- A signal modification at Lexington Avenue (County Road 43)
- A roundabout at the intersection of Cliff Road and Dodd Road
- Drainage improvements
- Retaining walls
These recommendations are the result of the
Cliff Road Study that Dakota County, in cooperation with the City of Eagan, completed in March of 2020.

Preliminary design
On March 17, 2020, the Dakota County Board of Commissioners adopted the results of the Cliff Road Corridor Study and preliminary design. The below geometric layout represents the results of the preliminary design.
