The River to River Greenway travels 7.7 miles from the Lilydale trailhead of the Big Rivers Regional Trail (part of the Minnesota River Greenway) to Kaposia Landing and the Mississippi River Greenway through parks, residential and commercial areas in the communities of Mendota Heights, West St. Paul and South St. Paul.
An underpass crossing at Robert Street is important for providing a safe and enjoyable greenway experience. Robert Street is a state highway with a traffic volume of 25,000 vehicles per day. Robert Street is seen as a barrier to some users of the River to River Greenway.
MnDOT recommends underpass or overpass crossings for roadways with average daily traffic more than 9,000 vehicles and posted speed faster than 30 MPH —particularly if the trail will be used for trips to school and if a large number of trail users will include children, seniors or disabled people.
This proposed underpass is near the Wentworth Library, YMCA, West St. Paul Sports Dome, commercial destinations and nearby parks.
The overall goal is to provide safe user experience for all user levels and ages.
