This notice is to announce the beginning of a minimum 30-day public comment and review period of Dakota County Community Development Agency's (CDA) draft of the Dakota County Consortium's Fiscal Year (FY) 2022 Annual Action Plan. The purpose of the public comment period is to receive comments from the general public concerning proposed housing and community development needs and objectives of Dakota County and the HOME Consortium members, and the proposed uses of FY 2022 Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) funds, Emergency Solutions Grant (ESG) funds, and Program Income derived from CDBG and HOME. This is the second public comment period. The following summaries include the final allocations of funding from the Department of Housing and Urban Development.

Proposed uses for the 2022 CDBG Entitlement ($1,908,838) and Program Income (approximately $600,000) funds.  

  • Dakota County: $112,369 in entitlement and approximately $600,000 in revolving loan funds from program income for Countywide home improvement loans; $80,000 for housing counseling, and housing information and referral services and activities; $50,000 for a rural water supply feasibility study; $25,000 for septic system repair and replacement; and $213,260 for general administration of the CDBG Program.
  • Small Cities & Townships: $18,000 to Castle Rock Township for zoning ordinance updates; $15,000 to Greenvale Township for zoning ordinance updates; and $14,500 to Waterford Township for a building site inventory study.
  • Apple Valley: $143,834 for home improvement loans; and $21,000 for senior public services.
  • Burnsville: $201,607 for home improvement loans; and $53,000 for youth public services.
  • Eagan - $166,732 for home improvement loans; and $40,000 for senior and youth public services.
  • Farmington - $35,942 for home improvement loans; and $5,000 for senior services.
  • Hastings - $73,612 for assessment abatement.
  • Inver Grove Heights - $148,669 for home improvement loans.
  • Lakeville - $47,153 for home improvement loans; $30,000 for a housing needs assessment study; $25,000 for a parking needs assessment study; $25,000 for senior transportation; and $20,000 for senior services.
  • Mendota Heights - $22,157 for home improvement loans.
  • Northfield - $35,840 for multi-family rental rehab loan; and $29,472 for public park improvements in a low/moderate-income area.  
  • Rosemount - $57,265 for home improvement loans.
  • South St Paul - $85,479 for home improvement loans.
  • West St Paul - $113,958 for home improvement loans.

The following is a summary of the proposed uses for the 2022 ESG Entitlement ($162,970) funds:

  • $26,000 for emergency shelter operations.
  • $123,997 for rapid re-housing assistance payments and stabilization services.
  • $750 for Homeless Management Information System (HMIS) services.
  • $12,223 for general administration of the ESG program

The following is a summary of the proposed uses for the 2022 HOME Entitlement ($2,693,521) and Program Income ($548,671.37) funds.

  • Dakota County (37.1% Share) - $1,042,439 and $63,775.01 in program income for the following uses:
    • Affordable Rental Housing Development: $750,078 in entitlement funds and $49,706.74 in program income.
    • Community Development Housing Organization (CHDO): $150,016 in entitlement funds for affordable rental housing development.
    • Grant Administration: $142,345 in entitlement funds and $14,068.27 in program income for the administration of HOME funded projects and HOME Consortium-related responsibilities.
  • Anoka County (23.6% Share) - $621,465 in Anoka County entitlement funds and $16,021.69 in Anoka County program income, and $69,493 in Woodbury entitlement funds and $34,605.44 in Woodbury program income for the following uses:
    • Affordable Homeowner Housing: $546,044 in entitlement funds and $49,394.69 in program income.
    • Community Development Housing Organization (CHDO): $95,310 in entitlement funds for affordable rental housing development.
    • Grant Administration:  $49,604 in entitlement funds and $1,232.44 in program income for the administration of HOME funded projects.
  • Ramsey County (23.3% Share) - $611,901 in entitlement funds and $414,769.23 in program income for the following uses:
    • Affordable Rental Housing Development: $470,693 in entitlement funds and $385,171.59 in program income.
    • Community Development Housing Organization (CHDO): $94,139 in entitlement funds for affordable rental housing development.
    • Grant Administration: $47,069 in entitlement funds and $29,597.64 in program income for the administration of HOME funded projects.
  • Washington County (12.5% Share) - $329,324 in entitlement funds and $19,500 in program income for the following uses:
    • Affordable Homeowner Housing: $245,918 in entitlement funds and $18,000 in program income.
    • Affordable Rental Housing Development: $7,408 in entitlement funds.
    • Community Development Housing Organization (CHDO): $50,665 in entitlement funds for affordable rental housing development.
    • Grant Administration: $25,333 in entitlement funds and $1,500 in program income for the administration of HOME funded projects.
  • City of Woodbury (3.4% Share) – $18,899 in entitlement funds for the following uses:
    • Community Development Housing Organization (CHDO): $13,899 in entitlement funds for affordable rental housing development.
    • Grant Administration: $5,000 in entitlement funds for the administration of HOME funded projects.
