Paper applications are available at the following county locations:

• Judicial Center — Hastings (Law Library)
• Northern Service Center — West St. Paul (Front Lobby)
• Western Service Center — Apple Valley (Law Library)

There is a drop box for completed applications outside the main entrance of the Northern Service Center.
