County Project 23-84
Dakota County and the City of Apple Valley are improving Cedar Avenue between 138th Street and County Road 42. The roadway will be resurfaced and American with Disabilities Act (ADA) improvements will be made.
ADA improvements will include ADA accessible pedestrian ramps, detectable tactile surfaces. These are specialized textured surface that help those with limited or no vision navigate by feel using their feet or a cane.

Access
Construction will occur in four phases:
Phase 1: Northbound outside lane and shoulder closures (about three weeks) - complete
Phase 2: Southbound outside lane and shoulder closures (about three weeks) - in progress
Phase 3: Inside lane closures both directions (about 1.5 weeks)
Phase 4: Night milling and paving (three nights total)
Construction schedule
July 5–12
- Milling and paving to begin
- July 11 at 7 p.m.: North and southbound will be down to one lane into Saturday morning
- July 12 at 7 p.m.: Inside lane and will be closed in both directions into Sunday morning
- Striping temporary lines with each lane closure
All work is weather permitting. No work done on Friday, July 4.
