As part of cost-saving efforts, the library will end access to Hoopla on Dec. 30, 2025 and stop taking requests for Wi-Fi hotspots and Chromebooks on Dec. 17, 2025.
These changes are being made as part of cost-saving efforts and will save Dakota County around $400,000 a year. In addition, the library is cutting $100,000 from the substitute staffing budget.
Hoopla access ends
Starting Dec. 30, 2025, Dakota County Library cardholders will no longer have access to Hoopla. The service provided e-books, audiobooks, comics, music and videos.
Libby, by Overdrive will be the library's robust source of e-books, audiobooks and e-magazines. To get started using Libby, install the Libby, by Overdrive app from your device's app store. Open the app and search Dakota County Library, then select MELSA. Your library card number (no spaces) and PIN will be needed to register. Learn more about how to access Libby, by Overdrive.
Wi-Fi hotspots and Chromebooks lending program ends
Starting Dec. 17, 2025, the library will no longer take requests for Wi-Fi hotspots and Chromebooks.
All hotspots and Chromebooks must be returned by Feb. 28, 2026 or sooner. Any current requests on hotspots or Chromebooks will be canceled.
Dakota County Library offers free Wi-Fi and internet access at all locations. Both are available during regular staffed hours and extended Self-Service Hours.
