Ibrahim Ali Mohamed, 20 of Minneapolis, was charged* today in Dakota County District Court with one count of attempted murder in the second degree and one count of assault in the first degree (great bodily harm), Dakota County Attorney Kathy Keena announced.
According to court records, shortly after midnight on May 10, Apple Valley officers were called to Kelley Park on the report of suspicious activity. The 911 caller said they saw a man wearing a black ski mask with a gun in his waistband. As the officers were on their way to the park, multiple people had called 911 reporting that shots were fired. One of the callers reported that someone had been shot.
A few hours earlier, Mohamed went to the park to look for his sister. He knew she was there as he could see her location on his phone. Mohamed then got in an argument with people at the park and pulled out a gun from under his hoodie. A witness grabbed at the firearm, trying to stop him. Mohamed then started hitting people with the gun and pointing it at others.
A short time later, the victim, an 18-year-old man, received a call and heard someone say, “If you don't come back, I'm going to kill your friend." After the victim returned to the park, a witness ran to the passenger side of his car yelling, “Get out, they're going to shoot." The victim saw Mohamed approximately 100 feet from his vehicle. He was then shot in the face. Mohamed fled the scene.
The victim was transported to a local hospital with life-threatening injuries and underwent emergency surgery. The victim endured trauma to the face and neck, lacerations to the tongue and chest, and fractures to his teeth and jaw.
During the investigation, Mohamed confirmed that he was wearing a ski mask. He also admitted he started shooting at a car in the park and claimed he did not know the passengers. He fired approximately 10 rounds and described the gun as a peanut butter-colored P80. During the search of Mohamed's phone and his friends' social media posts, multiple videos were found of him showcasing firearms including a P80.
Mohamed was arrested on a complaint warrant on Monday, June, 30, by Apple Valley police officers. He is currently in custody at the Dakota County Jail. Due to public safety concerns, the County Attorney's Office requested bail in the amount of $750,000 without conditions ($500,000 with conditions). Judge Matthew Schmidt set bail at $400,000 without conditions ($150,000 with conditions). Mohamed is scheduled to be back in court on July, 23 at 1:30 p.m. in Hastings.
County Attorney Keena thanked the Apple Valley Police Department for the thorough investigation and the apprehension of the defendant.
