County Project 32-065
Dakota County and the City of Inver Grove Heights will reconstruct about one mile of 117th Street. It will enhance efficiency and mobility, reduce access points, and improve pavement condition. The project will help develop an essential east-west transportation corridor within the region.
The project will also provide pedestrian and bicycle facilities to connect to the Mississippi River Trail.
Road closures and detours
Construction on 117th Street has begun. The street remains open and accessible for regular travel. There is an anticipated short-term closure of Rich Valley Boulevard in early June that will require a detour. There will also be various short-term closures while work is performed at the two railroad crossings on 117th Street.
Construction progress
April 17-25

Project background
The preferred alternative consists of a two-lane, median divided roadway for a one-mile segment of 117th Street between Rich Valley Boulevard and the Flint Hills Resources Refinery access — just west of the Highway 52/117th Street interchange.
There will be pavement resurfacing between the Pine Bend Refinery access and Courthouse Boulevard (excluding the Highway 52 bridge). The 117th Street/Rich Valley Boulevard intersection will be modified as a 50-mph curve to accommodate westbound traffic heading north and southbound traffic heading east. The south leg of Rich Valley Boulevard will become a side-street stop configuration at the 117th Street curve.
