County Projects 86-44 and 86-43
Dakota County will construct two single lane roundabouts. The roundabout will be at:
- 280th Street W. (County Road 86) and Chippendale Avenue (Highway 3) within Castle Rock and Waterford townships
- 280th Street W. (County Road 86) and Randolph Boulevard/Emery Avenue (Highway 56) within Randolph and Hampton townships
The purpose of the project is to improve safety and traffic operations. Construction includes constructing single lane roundabouts, restriping, and drainage improvements.
Road closures and detours
The intersections of 280th Street W. (County Road 86) and Chippendale Avenue (Highway 3) and 280th Street W. (County Road 86) and Randolph Boulevard/Emery Avenue (Highway 56) are closed for construction. Please follow the posted detours:

Construction progress
July 2–11
Highway 56 roundabout
- Continue grading and excavating the new roadway
- Delivery of the storm sewer is expected July 7 with installation beginning July 8
Highway 3 roundabout
- Continue grading and excavating for the new roadway
- Delivery of the storm sewer is expected July 13
Utilities have placed their temporary lines to move out of the way for the roadway grading
Project timeline
- February 2024–spring 2025: Preliminary and final engineering design
- Fall 2024–spring 2025: Public engagement
- Fall 2024–summer 2025: Right of way acquisition
- May-August 2026: Construction at 280th Street W. (County Road 86) and Randolph Boulevard/Emery Avenue (Highway 56)
- May-September 2026: Construction at 280th Street W. (County Road 86) and Chippendale Avenue (Highway 3)
