County Project 31-118
Dakota County and the City of Apple Valley are addressing safety concerns at County Road 31 (Pilot Knob Road) and Upper 147th Street W. intersection.
Design options could include:
- Access changes at County Road 31 and Upper 147th Street W.
- More U-turn opportunities along County Road 31
- Other traffic control options
County Road 31 (Pilot Knob Road) is a divided four-lane highway that runs north-south. Northbound has two through lanes, one left turn, and one right turn lane. Southbound has two through lanes, one left turn, and one right turn lane. As of 2019, about 20,000 vehicles use this segment daily.
Upper 147th Street W is a two-lane road. It is a City of Apple Valley street. In 2023, about 3,200 vehicles used the road daily.
County staff seek feedback from the public to finish the intersection design. The county will hold public open houses to inform and increase awareness on the project.
