Dakota County performed inspections of existing retaining walls throughout the county. Several of the retaining walls are showing signs of age. They will be replaced during the 2026 or 2027 construction seasons.
Four walls have been identified for reconstruction. They are located on County Road 38 (McAndrews Road) in Apple Valley:
- Wall 11 - north side of County Road 38, between Garden View Drive and Havelock Trail in Apple Valley (2027)
- Wall 12 - south side of County Road 38, between Garden View Drive and Havelock Trail in Apple Valley (2026)
- Wall 13 - south side of County Road 38, between Havelock Trail and Pennock Avenue in Apple Valley (2026)
- Wall 14 - south side of County Road 38, at Diamond Path intersection in Apple Valley (2027)
Wall reconstruction will cause temporary impacts to vehicle and pedestrian traffic. This includes temporary lane and trail closures. The county has made efforts to lessen impacts to property owners near the retaining walls. The holes in the walls have already been temporarily closed to prevent bird nesting this summer.

Public open house – Fall 2026
A public open house will be held later in fall 2026. You can meet with the project team to learn more about the project goals and provide input.
Tentative project timeline
- April 2024: Begin study
- Spring 2026: Public open houses
- Summer 2026: Reconstruction of Walls 12 and 13
- Summer 2027: Reconstruction of Walls 11 and 14
