Dakota County performed inspections of existing retaining walls throughout the county. Several of the retaining walls are showing signs of age. They will be replaced during the 2025 or 2026 construction seasons.
Five walls have been identified for reconstruction. They are located on County Road 38 (McAndrews Road) in Apple Valley and County Road 42 (Burnsville Parkway) in Burnsville:
- North side of County Road 38, between Garden View Drive and Havelock Trail in Apple Valley (2025)
- South side of County Road 38, between Garden View Drive and Havelock Trail in Apple Valley (2025)
- South side of County Road 38, between Havelock Trail and Pennock Avenue in Apple Valley (2026)
- South side of County Road 38, between Eveleth Path and 126th Street West in Apple Valley (2026)
- South side of County Road 42, between Burnhaven Drive and Aldrich Avenue South in Burnsville (2026)
Wall reconstruction will cause temporary impacts to vehicle and pedestrian traffic. This includes temporary lane and trail closures. The county has made efforts to lessen impacts to property owners near the retaining walls.

Public open house – Spring 2025
A public open house will be held later in spring 2025. You can meet with the project team to learn more about the project goals and provide input.
Tentative project timeline
- April 2024: Begin study
- Spring 2025: Public open houses
- Late summer 2025: Reconstruction of Walls 11 and 12
- Summer 2026: Reconstruction of Walls 13, 14, and 24
