County Project 42-177
Dakota County and the City of Apple Valley are replacing two aging traffic control signal systems on County Road 42. The signals are at Garrett Avenue and County Road 31 (Pilot Knob Road).
With the replacements, there will also be changes to improve safety and traffic flow.
Garrett Avenue
The completed intersection improvements will include:
- A new signal system
- A new roadway surface
- Striping and pavement markings
- Expansion of Garrett Avenue, a City of Apple Valley street, including designated left and right turn lanes
- New ADA-compliant curb ramps
- Audible push buttons and countdown timers for pedestrians.
Pilot Knob Road (County Road 31)
The completed intersection improvements will include:
- Pedestrian refuge islands
- Ramp upgrades and new ADA-compliant curb ramps
- Audible push buttons and countdown timers for pedestrians.
The completed project will improve the ride, mobility and ADA compliance at both intersections.
Tentative project timeline
January–summer 2024: Field data collection
Fall 2024–spring 2025: Final design
Summer–fall 2025: Right of way acquisition
Spring–summer 2026: Construction
