Dakota County is making changes at County Road 42 and Biscayne Avenue in Rosemount to address safety issues.
The county and City of Rosemount plan a two-phase improvement following an increase in crashes and growth in traffic volume, along with high traffic speeds at the intersection.
The first phase of safety improvements will include a closure of the intersection median by Feb. 21. That closure will prevent vehicles on County Road 42 from turning left onto Biscayne Avenue in either direction. It will also prevent vehicles on Biscayne Avenue from turning left onto County Road 42 or from crossing the county road. Right turns will be permitted.
Drivers planning to make left turns at the intersection are recommended to use Business Parkway and either Boulder Trail or 149th Street, depending on the direction they are traveling. County Road 42 and Business Parkway has better sightlines and lower speeds for oncoming traffic.
The second phase of safety improvements is intended to serve as the long-term closure with concrete barriers until installation of a traffic signal. This signal work is planned for construction in 2027. It will allow for left and right turns and through traffic.
The county will monitor traffic patterns following the median closure and make other improvements as needed.
