Dakota County and the City of Rosemount are taking safety measures at County Road 42 and Biscayne Avenue. This is due to an increase of crashes, growing traffic volumes and high speeds.
The median opening at the intersection will be closed. This is to prevent conflicts of traffic traveling through the intersection. Left turning movements onto and off of County Road 42 will be restricted. Vehicles should use Business Parkway and Boulder Trail/149th Street (among other alternate routes). This allows for better sightlines.
The median closures will occur in two phases starting on Feb. 21, 2025. The first phase involves a closure of the County Road 42 median at Biscayne Avenue. Phase 2 involves the long-term median closure and closure of the left turn lanes on County Road 42 at the Biscayne Avenue. Concrete barriers will be used.
Safety is essential to both the county and city. This interim project will improve safety until a permanent improvement can be implemented. The future County Road 42 project will implement intersection changes at Biscayne and County Road 42. This will change the geometry and install a traffic signal as well as other intersection improvements.
Dakota County is installing a traffic signal due to safety benefits, ease of pedestrian usage, sightline mitigations and system consistency. This work is planned for construction in 2027. It will be installed before school construction is completed in the southeast corner of the intersection.

Tentative project timeline
- Feb. 21, 2025: Implement Phase I for temporary access restriction at County Road 42 and Biscayne Avenue
- Late March 2025: Implement Phase 2 for temporary access restriction using concrete barriers to close turn lanes and additional measures.
