Only registered nonprofit organizations can conduct charitable gambling in Minnesota. A license or permit is required by the Minnesota Gambling Control Board.
Some small-scale raffles and bingo are excluded from the license and permit requirements.

How to apply
If the gambling activities will be held in a township or unincorporated area of Dakota County, the county is required to review and sign the application.
- Print the application for the type of gambling permit needed from the Minnesota Gambling Control Board and fill it out.
- Submit the application to the county by mailing it to:

Hastings, MN 55033 - The signed application will be returned to the applicant.
- Then the applicant submits it to the Minnesota Gambling Control Board with the appropriate fees.
Gambling License

A premises permit is issued by the Minnesota Gambling Control Board. This is the location where the licensed nonprofit will conduct gambling activities. Use the Minnesota Gambling Control Board – Nonprofits and Licenses to print the application for a premises permit.
How to apply
If the location to conduct ongoing gambling activities is in a township or unincorporated area of Dakota County, the township and the county are required to review and sign the premises permit application.
- Print the application for the premises permit from the Minnesota Gambling Control Board – Nonprofits and Licenses and fill it out.
- Obtain the township approval and signature on the application.
- Print the
License Applicant Information Form and
Certificate of Compliance with Minnesota Worker's Compensation (first-time applicants only) and fill them out. - Gather the following application materials:
- Completed license application
- Completed license applicant information form
- Completed certificate of compliance with Minnesota Worker's Compensation form
- Copy of lease, if needed
- Submit the application to the county by mailing it to:
