County Project 23-84
Dakota County and the City of Apple Valley are improving Cedar Avenue between 138th Street and County Road 42. The roadway wll be resurfaced and American with Disabilities Act (ADA) improvements will be made.
ADA improvements will include ADA accessible pedestrian ramps, detectable tactile surfaces. These are specialized textured surface that help those with limited or no vision navigate by feel using their feet or a cane.

Access
Construction will occur in four phases:
Phase 1: Northbound outside lane and shoulder closures (about three weeks)
Phase 2: Southbound outside lane and shoulder closures (about three weeks)
Phase 3: Inside lane closures both directions (about 1.5 weeks)
Phase 4: Night milling and paving (three nights total)
Emergency road repairs
All lanes of Cedar Avenue except for the inside lane from County Road 42 to 140th Street will be closed Saturday, May 31 for emergency roadwork repairs. Traffic control will be in place by 6:30 a.m. and will be removed when the work is finished.
Construction schedule
May 30–June 7
- Saw cutting the sidewalk and roadway
- Replacing manhole covers
- Removing concrete and pavement
- Working on signals throughout the project
- Restoring of areas disturbed by construction
