County Road 23 (Foliage Avenue) will be reconstructed from Eveleth Avenue to County Road 86 (280th St) in Greenvale and Waterford townships. The road construction includes the addition of paved shoulders, left and right turn lanes or bypass lanes, new pavement, and improved ditches to infiltrate or convey storm water runoff.

County Road 23 is closed from County Road 96 to County Road 86. The detour will use County Road 96, Highway 3 and County Road 86.
Do not go around the barricades or follow the trucks into the construction site. The road may look passable, but it could be slippery sand, wet, or you might encounter a drop off that could damage your vehicle. By following the law and obeying traffic signs, you keep yourself and the contractors safe.
Access to the businesses will remain available throughout the project but may be limited to from the north or south only. See detour map.
This week, the contractor will remove the milling material from between 290th Street and 300th Street and place them on top of the sand from 300th Street to 307th Street.
After that, they will begin excavating the area between 290th Street and 300th Street and bringing in sand. They will also be stripping the topsoil from the green areas and stockpile that material for use in restoration.
From County Road 86 to 290th Street, now that the gas work is done, they will finish grading and start placing aggregate rock.
Roads are built in layers. There is sand, then the base (rock or millings), three layers of pavement. The contractor adds aggregate/rock shoulders to hold the sides of the pavement in place and then after 3-7 days of curing time, the road is striped and signs are replaced.
Utility companies (CenturyLink and Xcel Energy, etc.) will continue working to relocate their lines to allow for construction during this time as well.
Schedules are subject to change due to weather and other unforeseen circumstances.
