Dakota County and the City of Lakeville will construct major roadway improvements on Dodd Boulevard (County Road 9). The project is from Glasgow Way to Pilot Knob Road (County Road 31) in Lakeville.
The construction will include:
- Grading
- Resurfacing pavement
- Improving drainage
- Installing box culvert and pedestrian underpasses
- Replacing water main
- Improving trails
Please look for detour signage. Drive with care throughout the duration of this project.

Access
The project will be built in stages. The first stage is from Flagstaff Avenue to Pilot Knob Road. Traffic control devices and warnings will be placed to keep the corridor open to residents who have no other route to access their homes.
Access from Elm Creek Lane to Pilot Knob Road will be provided and maintained.
Expect delays and temporary lane closures. Please follow the posted detours and exercise caution while in the area for your own safety and construction workers’ safety.
Construction
Stage 1 is planned to last from April 1–Aug. 16.
The overall project is anticipated to be completed by Oct. 15, 2024.
April 14-May 2
- Continue surface improvements:
- Excavation to begin the placement of the supporting layer of the existing roadway
- Continue base installation for the new roadway
- Continue storm sewer installation
May 3-10
- Continue roadway and trail construction between Flagstaff Avenue and Pilot Knob Road through early June
- Continue storm sewer installation through mid-May
