County Project 97-225
Dakota County is realigning Harry Avenue and the Mills Town State Trail in Lake Byllesby Regional Park. The project will create a safer trail crossing at Harry Avenue.

The project components include:
- Gravel road realignment
- Trail paving and realignment
- Fence relocation
- Dam turbine exhibit installation
Project timeline
- March 2026: Design complete
- April 2026: Construction bidding
- May-early July 2026: Construction
Construction updates
- Harry Avenue will remain open to the public, but use caution and be aware of construction equipment and construction workers in the area.
- Mill Towns State Trail and Harry Avenue will have temporary closures from the boat launch to the bridge in early July. This is to install the dam turbine exhibit.
