Law Library Rules

​The Dakota County Law Library is open to the public for the purposes of legal research. To ensure open, reliable access to legal information, the following rules apply to all users:

  1. Quiet is expected throughout the library, except where necessary for tours or bibliographic instruction.
  2. Cellphones should be set to vibrate or be turned off.
  3. The use of laptops, notebook computers, or tablets should not disrupt other users. Other personal electronic devices, including copiers, scanners, cameras, audio, and video recorders and VOIP telephones can't be used without permission. Oversized personal affects (bags, luggage, or carts) are not allowed.
  4. No one should violate federal, state or local law on library premises, including the unauthorized practice of law.
  5. The library's meeting rooms are for meetings only. Exceptions may be made on a case-by-base basis.
  6. Theft or damaging library property is not allowed.
  7. The Copyright Laws of the United States (Title 17 U.S. Code) governs the making of photocopies. Library users are liable for any infringement.
  8. Solicitation of any type is not allowed. No exceptions will be made.
  9. The library is not responsible or liable for theft or damage of its users' personal property. Personal property left unattended for an extended period of time will be removed by building security.
  10. Disruptive library patrons or those ​using the library for improper purposes will be asked to leave.
  11. Library materials and books should not be taken from the library unless they have been charged out to the user. This includes other areas of the courthouse.
  12. The legal kiosks are for remote hearings and the uploading of exhibits only. Walk-ins are welcome except if reserved in advance by another patron. If appropriate, exceptions may be made on a case-by-case basis by the law librarian with approval from the law library manager.
  13. All briefcases, packages and outer garments are subject to inspection at any time.
  14. Loitering, sleeping and lying on the library floor or furniture is not allowed.
  15. Appropriate attire, including shirts and shoes, must be worn.
  16. Persons whose parcels or bodily hygiene or odor is so offensive as to constitute a nuisance, cause damage to library property, or disrupt others' work will be required to leave.
  17. Law Library staff cannot provide legal advice, perform legal research or complete forms for any reason.
  18. Failure to comply with library rules may result in the loss or suspension of library privileges or other sanctions as appropriate. Appropriate warning in advance of any loss of privileges will be provided.
  19. The law librarian, with the approval of the law library manager, may override a policy or make one-time exceptions.
