Under Minnesota Statute 342.22, cannabis businesses must register with their city, township or county before making retail sales.
Dakota County issues cannabis retail registrations according to
County Ordinance 133 Regulating the Registration and Sale of Cannabis Products.
Cities and townships can decide to have Dakota County issue registrations on their behalf. Dakota County issues cannabis retail registrations for the following cities or townships:
- City of Coates
- City of Miesville
- City of New Trier
- Castle Rock Township
- Douglas Township
- Eureka Township
- Greenvale Township
- Hampton Township
- Nininger Township
- Randolph Township
- Ravenna Township
- Sciota Township
- Vermillion Township
- Waterford Township
Must have valid license or license preapproval before registering
Before registering, a cannabis retail business must have a valid license or license preapproval issued by the Minnesota Office of Cannabis Management.

Fees
Cannabis retail registrations are required for all adult-use and lower-potency retail businesses. Fees are payable by cash, check or credit card. See what type of license you need on the Minnesota Office of Cannabis Management website.

Fees can be paid with cash, check payable to Dakota County, or credit card over the phone.

Cannabis Retail Registration Application and fill it out
- Print and fill out the:
- Gather the following application materials:
- Completed license application
- Completed license applicant information form
- Completed certificate of compliance with Minnesota Worker's Compensation form
- Copy of a valid state license or written notice of Office of Cannabis Management preliminary license approval
- Certificate of Insurance
- License fee
- Mail the application materials to:
