Dakota County, the cities of West St. Paul and Mendota Heights, and Two Rivers High School (ISD 197) are proceeding with pedestrian improvements along Delaware Avenue. The project includes trail and pedestrian crossings. The improvements are from Highway 62 to Marie Avenue, near Two Rivers High School.
A trail gap was identified in the
2018 Dakota County Pedestrian & Bicycle Study. A trail and improved crossing were also identified in the
Dakota County School Travel Safety Assessment as safety measures for the Two Rivers High School campus.

A public open house was held Nov. 16, 2023 at Two Rivers High School, 1897 Delaware Ave., Mendota Heights.
The project team shared project materials depicting the final design and presenting the project's anticipated schedule and impacts. Construction is scheduled for summer 2024.

A public open house meeting was held Nov. 17, 2022. Four improvement options were presented for feedback from the public. The input helped determine the project's next steps and recommended improvements. After the open house, Option 4 was identified as the preferred option.
