Dakota County, the City of Lakeville and the Minnesota Department of Transportation (MnDOT) are designing an improved interchange at County Road 50/County Road 5 and Interstate 35.
The project team recommends a diverging diamond interchange layout. The decision is based on long-term benefits to traffic safety and mobility while also being among the lowest-cost and smallest footprint of the alternatives.
Project overview
The county has studied the area for interchange improvements for more than 20 years. The City of Lakeville has also identified parcels for a future interchange.
Currently, the team is reviewing potential traffic impacts during construction and refining details for the project's design and construction. The project will address safety and mobility for all travelers at the interchange and at other connections.
The county has further developed the diverging diamond interchange for funding and construction while maintaining traffic on I-35. The project will fit into pavement improvements identified by MnDOT. The interchange project limits include:
- County Road 50/County Road 5 between Kenrick Avenue and Klamath Trail (170th Street)
- I-35 from the CP Railroad bridges to County Road 46 (162nd Street)
The project will require replacement of all county and city roadway infrastructure in the area and two new I-35 bridges over County Road 50. It also includes added and modernized traffic signals, possible noise walls, and improvements to trails and crossings for pedestrians and bicyclists.
Noise wall information and meeting - March 24, 2026
The county hosted an in-person meeting on March 24, 2026 on the noise walls considered for the project. The meeting was held at the Celebration Church, 16655 Kenyon Ave., Lakeville.

Noise wall voting results
Dakota County sent notices and noise wall ballots to people who were eligible to vote for or against noise walls for this project. Only the property owners or residents and businesses who experience a traffic noise level reduction of at least five decibels from the modeled noise walls were mailed a voting packet.
The vote was conducted between March 11-May 8, 2026.
If greater than 50 percent of the total eligible points are “no" votes, then the noise wall is removed from the project. If greater than 50 percent of the total eligible points are “yes" votes, then the noise wall will be constructed with the project.

Project background and links
MnDOT completed a study of I-35 in Burnsville and Lakeville. This focuses on long-term needs and priorities along the freeway corridor. The study is from the I-35E/I-35W split to County Road 70.
The City of Lakeville developed an Official Map in 2024 to control and influence proposed development and to reserve project right-of-way.
