County Project 32-065
Dakota County and the City of Inver Grove Heights will reconstruct about one mile of 117th Street to enhance efficiency and mobility, reduce access points and improve pavement condition. The project will help develop an essential east-west transportation corridor within the region.
The project will also provide pedestrian and bicycle facilities to connect to the Mississippi River Trail. A trail along 117th Street is identified as a need in Dakota County and City of Inver Grove Heights comprehensive plans and Met Council Regional Bicycle Transportation Network.

Project background
The project will deliver on the vision for this critical east-west corridor dating back to the 2002 with the CSAH 32 Extension study. While the long-term expansion could include a realignment of Cliff Road (County Road 32) and expansion to a four-lane divided roadway, the current project includes a reconstruction of 117th Street to a two-lane divided roadway, with urban drainage improvements and safety improvements. This includes turn lanes, access modifications, railroad crossing upgrades and intersection lighting.
The preferred alternative consists of a two-lane, median divided roadway for a one-mile segment of 117th Street between Rich Valley Boulevard and the Flint Hills Resources Refinery access — just west of the Highway 52/117th Street interchange.
There will be pavement resurfacing between the Pine Bend Refinery access and Courthouse Boulevard (excluding the Highway 52 bridge). The 117th Street/Rich Valley Boulevard intersection will be modified as a 50-mph curve to accommodate westbound traffic heading north and southbound traffic heading east. The south leg of Rich Valley Boulevard will become a side-street stop configuration at the 117th Street curve.
