County Project 42-161
The county is studying pedestrian and cycling improvements along Second Street W./Nininger Road (County Road 42) and the Mississippi River Greenway. The trail and sidewalk improvements on the roadway would be between Lock Boulevard and Pine Street. Greenway improvements would be from Lock Boulevard to the embankment of Lock and Dam No. 2 in Hastings.
The 2021 Dakota County Pedestrian Crossing Safety Assessment recommended the roadway improvements. The greenway portion is a trail condition and accessibility priority.

Public open house #2 – May 6, 2024
A public open house was held Monday, May 6, 4:30-6:30 p.m. in the Hastings YMCA Multi-Purpose Room.
The open house shared the alternatives for improvements along County Road 42. The project team answered questions, gathered feedback and discussed the alternatives.
The county will shared information on an upcoming project to the Mississippi River Greenway segment. This project is between County Road 42 and Lock and Dam #2.
Public open house #1 – Jan. 23, 2024
A public open house was Tuesday, Jan. 23, 2024 in the Hastings YMCA Multi-Purpose Room.
The open house introduced the project; asked for resident feedback on walking, biking, rolling, and driving experiences in the project area; and discussed potential improvements.
This feedback was used to develop recommendations.
